Cory Dziowgo (Platte #1) has been tasked with reviewing the Platte #1 Board Policy on Adopting/Creating/Revising School Board Policies. I have the WSBA Model Policy (BGB) but I am curious as to your actual Board Approved Policy on such edits, changes, and/or additions.

Adoption of new policies or the revision or repeal of existing policies is solely the responsibility of the Board of Trustees.
In an effort to keep its written policies up-to-date so that policies may be used consistently as a basis for Board action and administrative decision, it shall be the policy of the Board to review its policies on a continuing basis provided that each policy is reviewed at least administratively a minimum of once every five years. The Board shall rely on the school staff, students, and the community to provide evidence of the effect of the policies which it has adopted. During the discussion of a policy proposal, the views of the public and staff will be considered.
The Superintendent is given the continuing task of calling to the Board’s attention policies that have been reviewed, are out-of-date, or which for other reasons appear to need revision. These proposed revisions or deletions shall be submitted to the Board for consideration. For revisions of policies that do not affect the intent or purpose of the policy, such as updating the names of schools, the restructuring of sentences and paragraphs without changing their meanings or employment position titles that may change over a period of time, the Board may vote to make these limited changes final at the first reading.
The Board shall adhere to the following procedure in considering adopting new or significantly altered policy proposals to ensure that policies will be examined before final action.
1. First Meeting — The proposed policy shall be presented as an information item for first reading for Board discussion.
2. Second Meeting — The proposed policy shall be presented for a second reading, discussion, and final adoption.
Amendments may be proposed by Board members. An amendment will not require that the policy go through additional reading, except when the Board determines that the amendment needs further study and that an additional reading would be desirable.
Under unusual circumstances, the Board may temporarily approve a policy to meet emergency conditions. However, the above procedure is required before the policy shall be considered final.
For any policy to be revised, repealed, or adopted, it must receive a majority vote of the Board.

SCHOOL BOARD POLICY DEVELOPMENT
The Board of Trustees is responsible for the development of policy and regulation as guidelines for administrative action.
Providing for adoption, amendment or repeal to policy is the responsibility of the Board of Trustees and is one of its primary functions. Policy development is an ongoing process which requires consultation between the Board of Trustees and administrative staff to assure congruence between policy intent and implementation and practice.
The formal adoption of policies will be recorded in the minutes of the Board of Trustee meetings. Only those written statements that have been adopted will be regarded as official policy of the Board of Trustees.

POLICY DEVELOPMENT REGULATION
Proposals for policy adoption, repeal or amendments, may be made by a member of the Board of Trustees, the Superintendent, administration, staff member or member of the public. If a proposal for policy adoption, repeal, or amendment is made by a member of the Board of Trustees or the Superintendent, such proposal will be submitted to the appropriate standing committee of the Board of Trustees. If a proposal for policy adoption, repeal, or amendment is made by members of the staff or public, such proposal will be submitted to the Board of Trustees by petition in accordance with W.S. § 21-3-110(a)(xiii)
The Board of Trustees will adhere to the following procedure in considering and adopting, amending or repealing policies.
Notice of the action regarding policy will be given as required by law.
First Meeting ‑ The proposal will be presented as a discussion item.
Second Meeting – At a time not sooner than forty-five (45) days after the notice, the proposal will be presented for a second reading, discussion, and final adoption. During the meeting any interested person may submit views, comments and observations regarding the proposal.
All proposed policies will be made available for review by the superintendent and administrators prior to either the first or second reading by the Board.
During the discussion of a policy proposal, the views of the public, Superintendent’s Advisory Council and staff will be considered. Amendments may be proposed by board members. An amendment will not require that the policy go through additional reading except as the Board Trustees determines that the amendment is of such a substantive nature so as to require an additional reading.
In instances when action must be taken within the School District where the Board of Trustees has provided no District-wide policy guides for administrative action, or when an exception to policy may be appropriate, the Superintendent will have the power to act. It will be the duty of the Superintendent to inform the Board of Trustees promptly of such action and of the need for a policy at the next regular Board meeting.
The Board of Trustees may adopt policies in emergency situations pursuant to the Wyoming Administrative Procedures Act (APA). Under unusual circumstances, the Board Trustees may temporarily approve and place into effect a policy to meet unusual conditions. However, the above procedure is required before the policy will be considered final.
Policies should reflect the adoption date and to the extent they are amended, the date of any amendment on the policy.
Once a policy has been adopted, a copy of it will be provided to the Teton County Clerk or other appropriate entity in accordance with the Wyoming Administrative Procedures Act.

This is the language of our policy. Which is incredibly out dated as are most of our policies. My goal is to have our policy books updated an then have a 20 percent review each year so that we neve have a policy older than 5 years that hasn't been reviewed and updated if needed.
The legal responsibility for policy making belongs to the Board. The superintendent, as executive officer of the
District, oversees the execution of school policy as provided by law. The Board is the legislative body which
determines all questions of general policy to be employed in the governance of its public schools. Action on
policy changes is taken by the Board in accord with its bylaws.
The Board reserves to itself the function of providing guides for the discretionary action of those to whom it
delegates authority. These guides for discretionary action constitute the policies governing the operation of the
School District. They will be recorded in writing.
The formulation and adoption of written policies constitute the basic method by which the Board exercises its
leadership in the operation of the School District. The study and evaluation of reports concerning the execution
of its written policies constitute the basic method by which the Board exercises its control over the operation of
the School District.
The formal adoption of policies will be recorded in the minutes of the Board. The Board will adopt only those
policies which it believes to be sound and workable. Only those written statements so adopted and so recorded
are regarded as official Board policy. They are set by the Board to clarify relationships with employees and to
aid in the evaluation of school services and personnel. Board policy is binding on the Board until it is duly
amended or repealed, and is binding on employees and other parties dealing with the Board.

I"ve included our policy on policies below. We are undertaking the task of trying to get through our policy book revisions over the course of three years. We select a handful of policies each month for review. Some need changes as they are outdated, and others are simply for review.
